ELA provides real-time visibility into license usage and allows you to act as a Security Admin to distribute licenses without sharing the master password. If you are a business user, the "best" way is to convert your Key to a Username to set up a Security Admin account in ELA, then use that admin access to manage all subsequent offline activations.
